A word from the Program leader – Professor Zdravko
Grebo
The Academy aims to operate as an opportunity for rooting
concretely not only democratic ideas and values, but also
a series of tools for practical interventions. A real
commitment to democracy, human rights and tolerance and
the ability to protect rights and prevent their violation,
as well as to promote respect for rule of law (i.e. good
governance/good society) will be encouraged.
The Academy and all involved should be ready to assume
part of the responsibility and contribute to the welfare
and prosperity of the country, by adherence to democratic
values and ideas and by encouraging the emergence of a
community of young political and civic leaders to implement
contemporary democratic models of government. This is
a civil initiative that promotes European values.
I hope that the Academy will successfully manage to unite
efforts of the new generation for the betterment of the
future of Bosnia and Herzegovina.
Mission and objectives
The Academy for Political Excellence is to be considered
as an initiative of civil society in BiH undertaken with
the support of the Council of Europe. The Academy for
Political Excellence presents an important and necessary
interdisciplinary program of political education in BiH.
The Academy through its interdisciplinary program aims
to encourage and strengthen democratic political and public
culture among younger individuals coming from politics,
public administration, private sector and civil society
in broad sense, through developing political literacy
and culture. We are aware that only by educating younger
leaders on these issues and by preparing them for the
challenges they will face in trying to implement new policies
can a positive change take place in the society, and can
BiH make a significant step forward in political and overall
development.
The Academy strongly emphasizes and focuses on developing
cooperation and exchanges with schools of politics from
neighboring countries through the Council of Europe Network
of Schools of Political Studies.
Selection process and selection criteria
The selection process is overseen by a Selection Board,
which is chaired by the Academy Leader and includes nominated
members of Executive and Advisory Board. Decisions will
be made on the basis of written applications (CV and questionnaire),
and, in a second phase, following of interviews conducted
with applicants. The Call for participation in the Academy’s
activities will be publicly announced and widely disseminated.
The Academy for Political Excellence will aim to recruit
as participants in the seminars for 2007 a group of max.
35 participants according to the following criteria: under
the age of 40; active and aspiring to prominence in their
chosen sphere of activity; knowledge of English language.
The Academy is guided by the principle of equality with
respect to gender, geographic, religious or ethnic representation
Insofar as possible participants will be drawn from the
following professional groups: the political parties represented
in parliaments; the civil service at all levels, the judiciary,
the police and the military; civil society in broad sense,
including NGO activists, media, universities and business.

Evaluation
At the end of each seminar, the participants will be
asked to complete an evaluation form designed to estimate
the impact of the seminar on them and to express their
views on where improvements could be made. At the end
of the project, participants will be asked to review the
impact of the project and its anticipated impact on their
life and work. The lecturers/experts will be also asked
to complete the evaluation sheet with their impressions
of the seminar and suggestions for improvements.
A report summarizing the evaluation of each seminar shall
be prepared by the implementing team of the Academy and
submitted to the Executive Board and Advisory Board for
its input. A final project report shall be prepared by
the implementing team after the completion of the project.
It is submitted to the Executive Board for its review
before submitting it to the project donors.

Financing
The main donors and supporters of the Academy for 2007
program are the Council of Europe and the Open Society
Fund B&H. Besides the support received from the Council
